The project sought to create a state-of-the-art emergency response facility that would redefine Ulster County’s ability to handle crises. The project, sought to consolidate the County’s Emergency Operations Center, Governmental Operations Center, all divisions of the Department of Emergency Services, and the Public Safety Answering Point under one roof. This strategic move would streamline operations and foster seamless coordination among these vital entities, enhancing their ability to respond swiftly and effectively to any emergency situation.

Urbahn’s approach prioritized innovative planning solutions that would not only meet but exceed the stringent functional, environmental, and technological requirements set forth for a world-class emergency response center. The facility was designed to adhere to the FEMA EOC checklist, achieve Tier 3 Data Center Rating with Tier 4 readiness, target “Carbon Neutral Ready” status, and strive for the prestigious LEED Silver Certification. To realize these ambitious goals, the design boldly incorporated cutting-edge all electric systems, harnessed the power of renewable energy technologies, and embraced forward-thinking office layouts that prioritized flexibility and adaptability in the face of evolving situations and staffing needs.
